Glenmore Landing Update - October 10, 2023

The following information is to help interested parties to understand the process and legality of the sale of the lands in question.

  • The agreement on title of the shopping centre lands, dating from 1983, outlines that the Shopping Centre owner is responsible for the maintenance of the landscaping on the City-owned properties to the west, south, and east.
  • The agreement does not prevent the sale of the City owned lands nor does the agreement prevent future redevelopment of the lands. Rather, the agreement ensures a non-registered owner of land agrees to the extent of its obligations, namely to maintain the land for so long as the agreement is in place. Note: the City and the Shopping Centre owner could have, at any time, terminated this agreement and taken it off title.
  • In 2015, through a Notice of Motion, Council directed the exploration of the sale of two of the three (i.e., one to the south and one to the east) City-owned properties beside the Glenmore Landing Shopping Centre, to the Shopping Centre owner as they were acting as landscape buffers and deemed surplus to city needs.
  • Given the understanding that citizens may consider the landscaped buffers as public park or recreation ground, The City is advertising the sale of the two City-owned properties as required through Provincial legislation. Any citizen written comments received will be included as an attachment in a to be presented to Infrastructure and Planning Committee and Council in November.
  • The third City-owned property to the west of the shopping centre that is also zoned S-CS. This property is not identified for sale. It functions and is viewed by the City as part of the surrounding park area that connects to the reservoir pathway system. The lands to the north are not contemplated in the agreement nor are they part of the lands considered for sale.


Comments about the land sale are separate and distinct from the land use application. Comments about the land sale are due to the City by October 23 and used only by the City of Calgary, not RioCan. ([email protected])

Ward 11 in the City of Calgary is one small corner of Treaty 7 land. As immediate neighbours of the Tsuut'ina nation we recognize all of Ward 11 resides on the traditional territories of the Tsuut'ina, the Blackfoot confederacy, the Ĩyãħé Nakoda nation. As neighbours we are stewards to the prosperous and just future for all Indigenous Canadians including the Metis, Inuit, displaced, and urban Indigenous who live across Calgary and live in Treaty 7 territory.
