Information on Residential Permit Parking (RPP)

July UPDATE 
In response to resident concerns and to accommodate requests to review parking zone signage, parking permit user fees will not be charged until December 4, 2023. Until then, there is only a fee to obtain a Market Permit or Low-Income Market Permit.

​Important:
 You only need a parking permit if your block already has parking restriction signs, and you want to park on-street.

If you have parking restrictions on your block and feel they are not required, please call 311 or submit an online service request. Requests made by Monday, July 31, 2023 will be reviewed by December 4, 2023 to determine if restrictions can be modified. You will be notified if you do not have to renew your permit.

We were informed that an update was sent to all parking permit holders informing them of the changes to the Residential Parking Permit (RPP) Program as outline here: Important Update: Residential Parking Permit Program (mailchi.mp). This may have come to a surprise to some residents and caused frustrations associated with the upcoming changes. Below is some information, links, and contacts to  support residents going through this process:
All of the information related to the program changes are publicly available on both the Calgary Parking Authority website and the City of Calgary website. CPA has been communicating the RPP changes since January 2022.

What is the RPP (Residential Permit Parking) Program? 
  • The RPP Program is offered to residents in busy residential areas where parking is at a premium.
  • The RPP program limits on-street public parking on a particular block so residents can have better access to on-street parking near their homes.
  • Residential Parking Restrictions are implemented by resident request once 80% of a block supports the restriction
  • Once parking restrictions are established, residents can apply for parking permits.
  • ​The core purpose of the Residential Parking Program is to give preferential parking to Calgarians for a fee.


Background and rationale:
  • The changes to the Residential Parking Permit program were approved by the previous Council in 2021 for implementation in January 2022.
  • The review of the Residential Parking Permit program (RPP) began in 2018 (overview of the engagement and timeline can be found at Engage.Calgary.ca/RPP).
  • The changes to the RPP Program were deemed necessary as parking policies had not been reviewed since the 1970s.
  • The cost of running the RPP program to The City in 2018/2019 was $1,369,000, and only recovered $101,000 in revenue from permit fees. In other words, Calgarians paid the $1,268,000 cost to run the RPP program. That data is only from one year of operations.
